Balthier is a sky pirate. He's a former Archadian Judge (he gives every indication that this role was pushed upon him by his father) who fled the empire to live a life of freedom as a pirate. The fact that he was in a position of power and authority yet abandoned it speaks volumes of his personality. He doesn't like pushing people around. He desires freedom for himself and no doubt respects the freedom of others.

A lot of people seem to interpret Balthier's character differently. Some view him as the ultimate gentleman. I, however, have a different view. I see him as a rogueish playboy who likes to seduce the ladies. I think he's adventurous and, before the start of the game, wanted only to have a good time. I believe he's had many lovers, though no long-term romantic relationships. I believe he would happily steal from anyone who has plenty, but never from someone who is poor.

Despite all these things, I think Balthier is, at his core, a good person who cares more about others than even he realizes. I think he's a playboy, but I don't think he would ever take advantage of anyone. I think he makes his intentions clear. I think his desire for freedom is what pressed him to help Ashe and the others. I think he relates to the people around him and perhaps understands them better than he understands himself. He's amazingly perceptive.

On top of this, Balthier is suave. He has a very interesting way of putting things. In the beginning, it's easy to say that his lines are cheesy, but the more you hear him, the more his lines become fun and befitting his character. I think my first comment after seeing Balthier for the first time in the game was "Wow, that guy just reeks of coolness." And that still holds true. Balthier is awesome. There's really no other way to describe him accurately.
